

Brazil’s Ministry of Sports updates list of sports authorized for fixed-odds betting
New ordinance adds Bandy, Cornhole, Australian Rules Football, Gaelic Football and Hurling to the list of authorized sports, and permits betting on a wider range of e-sports tournaments

On April 23, 2025, Brazil’s Ministry of Sports published Ordinance MESP No. 36/2025 (amending Ordinance MESP No. 125/2024), updating the list of sports and sports entities that can be legally bet on in real-world sporting events via fixed-odds betting.
Covering a range of popular sports around the globe, the list now includes Bandy, Cornhole, Australian Rules Football, Gaelic Football, and Hurling as authorized sports.
The ordinance also permits betting on e-sports tournaments that have obtained a license or authorization from the developer or the intellectual property rights holder of the electronic games played in such tournaments.
Previously, only IOC-recognized e-Sports tournaments were subject to fixed-odds betting in Brazil. The expanded scope results from a public consultation held earlier this year (February 17-March 5) on the Participa + Brasil platform, which sought to gather opinions from society on whether e-sports should be subject to fixed-odds betting.
In order to ensure equality and free competition, Ordinance MESP No. 36/2025 prohibits the electronic game developer or intellectual property rights holder from restricting bets to a single betting operator. In the same vein, betting operators are prohibited from demanding exclusive rights to offer bets in relation to these tournaments.
