

2025-2026 Regulatory Agenda for betting and gambling activities published in Brazil
Ordinance SPA/MF No. 817/2025 addresses the Secretariat of Prizes and Betting’s priority areas of action for the next two years

On April 16, 2025, The Brazilian Ministry of Finance’s Secretariat of Prizes and Betting (SPA) published its 2025-2026 Regulatory Agenda, addressing the SPA’s priority actions for the period. The agenda outlines thirteen priority projects that are organized across three thematic axes:
- Promoting responsible gambling, preventing pathological gambling, and mitigating external factors;
- Promoting a balanced, transparent regulatory environment with adequate levels of compliance; and
- Strengthening national regulations and oversight.
The 2025-2026 Regulatory Agenda stems from a previous public consultation the SPA conducted via the Participa + Brasil platform between February 10 and March 27. The agenda seeks to ensure the process of regulating certain topics will be more transparent, predictable, and efficient.

Second quarter, 2025 | Developing and implementing a platform for managing self-excluded and banned bettors, as well as rules for consulting and sharing this information |
Improving the model for distributing funds in return for the use of athletes’ images, names, and nicknames, as well as for sports symbols. | |
Defining parameters for a distinctive seal issued to authorized operating agents. | |
Third quarter, 2025 | Modernizing regulations for commercial promotions. |
Reviewing regulations covering scratchcards (Loteria Instantânea Exclusiva – LOTEX). | |
Regulating the economic chain associated with betting operators, including online game providers and other service providers such as aggregators, game platform providers, odds suppliers, live game studios and their equipment. | |
Fourth quarter, 2025 | Establishing a National Betting System to strengthen federal-level alignment and systemic regulation on prizes and betting across the country, in coordination with Brazil’s states and Federal District. |
Improving support for bettors with addictions or other disorders associated with problem gambling. | |
First quarter, 2026 | Consolidating and improving oversight procedures. |
Reviewing the authorization process for betting operators. | |
Second quarter, 2026 | Reviewing requirements and procedures for recognizing the operational capability of entities that test and certify betting systems. |
Third quarter, 2026 | Reviewing regulations and implementing procedures related to the early collection of popular savings account. |
Fourth quarter, 2026 | Reviewing the penalty framework applicable to commercial fixed-odds betting. |
In addition to these topics, the SPA may still issue other specific or supplementary regulations as deemed necessary by the competent technical areas.
