New regulations for partnership programs in Brazilian health: opportunities and challenges

With the recently issued GM/MS Ordinance No. 4,472/2024 and GM/MS Ordinance No. 4,473/2024, the Brazilian government has consolidated rules for two key partnership programs within the National Development Strategy for the Economic-Industrial Health Complex (CEIS), which was launched in 2023. The first of these ordinances regulates Productive Development Partnerships (PDPs), while the second regulates the Local Development and Innovation Partnership Program (PDIL).
The CEIS seeks to strengthen Brazil’s Universal Health System (SUS) by reducing vulnerabilities and enhancing local capacity to manufacture priority items for the SUS. The new regulatory framework opens opportunities for the private sector, particularly for companies offering production and technology-related solutions that meet requirements set out in the Ministry of Health’s Technological and Production Challenges in Health Matrix.
According to Technical Note No. 1/2024 and No. 2/2024, project proposals for both programs must be submitted to [email protected] by September 23, 2024. Proposal submission templates can be obtained by visiting the Ministry of Health’s online portal (PDP and PDIL).
