Brazil’s 2026-2027 regulatory agenda for betting now open to public consultation
The Secretariat of Prizes and Betting has released a list of nine priority initiatives and invites stakeholders to contribute to its regulatory agenda

On December 1, 2025, Brazil’s Secretariat of Prizes and Betting (SPA) published Public Consultation SPA/MF No. 3/2025 to allow stakeholders to submit contributions regarding its regulatory agenda for 2026 and 2027.
The SPA has proposed carrying out nine priority projects during 2026 and 2027, as outlined below:
- Reviewing the authorization procedures for betting operators;
- Regulating fixed-odds betting (and other forms) that run on computer terminals;
- Reviewing regulations for advertising done by third-party affiliates on internet apps;
- Improving monitoring and oversight procedures;
- Improving responsible gambling policies and policies to prevent mental health issues arising from pathological gambling disorders;
- Reviewing penalty frameworks in regard to commercial fixed-odds betting;
- Reassessing regulations governing anti-money laundering and terrorist financing policies with consideration to fixed-odds betting;
- Reviewing the regulation and rollout of procedures for national lotteries used to generate public revenue (captação antecipada de poupança popular); and
- Reviewing the regulations for types of lotteries subject to operation via concession.
Each initiative is scheduled within a specific quarter during 2026 or 2027, in which it is expected to be subject to some type of drafting or consultation process (such as public calls for input, internal consultations, or public consultations).
While the public consultation period for the regulatory agenda remains open, stakeholders may assess whether the SPA’s proposed initiatives should be included in the regulatory agenda, as well as whether the initiatives are appropriately scheduled in line with their importance to the sector. Stakeholders can also propose including other topics in the SPA’s 2026-2027 regulatory agenda.
This public consultation will run according to the following schedule:
- December 1, 2025-January 14, 2026: public consultation open for submitting contributions;
- January 15, 2026-January 29, 2026: SPA analyzes submitted contributions;
- January 30, 2026: ordinance published to formalize the 2026-2027 regulatory agenda;
- February 2026-December 2027: 2026–2027 regulatory agenda implementation period.
