New regulations establish centralized self-exclusion system for bettors in Brazil
Secretariat of Prizes and Betting now regulates how bettors can request to voluntarily exclude themselves from gambling platforms, as well as technical procedures operators must implement in this regard

On November 10, 2025, Brazil’s Secretariat of Prizes and Betting (SPA) published SPA/MF Ordinance No. 2,579 and SPA/MF Normative Instruction No. 31 to regulate procedures for bettors to self-exclude from gambling platforms.
Among other provisions, SPA/MF Ordinance No. 2,579/2025 determines that bettors have the right to voluntarily request to:
- Self-exclude (specific form) – the bettor’s registration is suspended or excluded from the system of a particular betting operator for a fixed or indefinite period;
- Request total exclusion (centralized form) – for a fixed or indefinite period, the bettor will be listed on an SPA database that impedes them from registering on and excludes them from all betting operators’ systems. Such requests may be made directly via the SPA’s database or via a link to the platform that betting operators must make available on their systems.
Operators must also require bettors on their systems to establish financial and time-related betting limits when registering. These limits must be set in line with daily, weekly, monthly or other periods.
In turn, SPA/MF Normative Instruction No. 31/2025 covers technical and operational procedures that betting operators must observe to prevent people included on the SPA’s exclusion database from registering on or using their betting systems.
In certain circumstances (listed below), operators must consult the Sigap bet management system to verify whether a user has been included in the SPA’s self-exclusion database, in line with rules set out in the Ministry of Finance’s Impediment Module Manual. Operators must consult Sigap:
- When a specific user registers on their system, and the first time the user logs on each day; and
- A minimum of every fifteen days in order to identify any existing registered users who may have since been listed on the SPA’s self-exclusion database.
SPA/MF Normative Instruction No. 31/2025 also regulates how bettors must be notified, as well as applicable procedures in relation to open bets or funds available in user accounts.
Operators must also observe the following deadlines, which start from the publication date of the regulations:
- Within 30 days: operators must implement the procedures provided for in SPA/MF Normative Instruction No. 31/2025 in regard to consulting the SPA’s self-exclusion database;
- Within 45 days: operators must consult the Individual Taxpayer Registration (CPF) system to check whether any of their registered users’ CPF numbers have been included in the SPA’s self-exclusion database;
- Within 90 days, operators must adjust their systems to provide a link to the SPA’s centralized database and collect the required information on the betting limits users must set.
