Brazil’s Ministry of Finance publishes Regulatory Agenda for fixed-odds betting regulation
At least eleven new regulations expected to be issued in the coming months

On April 10, 2024, the Brazilian Ministry of Finance published Ordinance No. 561/2024 to establish an agenda that the country’s gaming authority will follow to regulate fixed-odds betting in Brazil.
The ordinance establishes that the Ministry of Finance will publish the following eleven ordinances (at a minimum) by July 2024:

| 4 | Authorization requirements | Rules and conditions to apply for authorization in relation to fixed-odds betting operations in Brazil. The authorization procedure is expected to officially begin when this ordinance is issued. | April 2024 (Phase I) |
| 5 | Money laundering and other offenses | Policies, procedures, and controls aimed at preventing and combating Money Laundering, Terrorist Financing, the Proliferation of Weapons of Mass Destruction, and other forms of fraud related to conducting commercial fixed-odds betting. | May 2024 (Phase II) |
| 6 | Rights and obligations | A set of rules operators must comply with to guarantee players’ rights are upheld. | May 2024 (Phase II) |
| 7 | Online gaming | Technical and security requirements for online games. | June 2024 (Phase III) |
| 8 | Monitoring and supervision | Rules and procedures for monitoring and inspecting commercial fixed-odds betting operations. | June 2024 (Phase III) |
| 9 | Enforcement | Specific procedures for enforcing administrative penalties. | June 2024 (Phase III) |
| 10 | Responsible Gaming | To regulate actions that promote responsible gambling – including measures, guidelines, and practices to prevent pathological gambling disorders, rules for monitoring and preventing players from falling into debt, and additional rules concerning responsible advertising. | July 2024 (Phase IV) |
| 11 | Tax | Procedures to regulate the transfer and collection of the amounts established in Section 30, Paragraph 1-A of Law No. 13,756/2018. | July 2024 (Phase IV) |
