CNPE authorizes the 16th Bid Round for areas under the concession regime

​On December 18, 2018, the Brazilian National Council of Energy Policy (Conselho Nacional de Política Energética - "CNPE") published in the official gazette a resolution authorizing the National Agency of Petroleum, Natural Gas and Biofuels (Agência Nacional do Petróleo, Gás Natural e Biocombustíveis - "ANP") to hold the 16th Bid Round for areas under concession regime.

The 16th bid round is scheduled for the second semester of 2019, with 42 offshore exploratory blocks in the basins of Pernambuco-Paraíba (SPEPB-AP3 sector), Jacuípe (SJA-AUP sector), Camamu-Almada (SCAL-AUP sector), Campos (ultra-deep waters located outside of the Pre-salt polygon, in SC-AP4, SC-AUP3 and SC-AUP4 sectors) and Santos (SS-AUP5 sector).

The CNPE resolution also established mandatory minimum local content requirements for those blocks: 18% global local content for the exploration phase, 25% for well construction, 40% for production collection and flow system, and 25% for the stationary production unit. These percentages will not be subject to waiver requests.

The ANP is expected to inform the schedule for the bid round as well as the criteria for participation and the applicable concession agreement model in the next few weeks.
